CRC-MEP to Address Industry Concerns for China REACH

On 23 July 2013, the Chemical Registration Center of MEP (CRC-MEP) issued a notice extensively collecting problems coming across in the environmental management of China new chemical substances, as well as suggestions to be put forward for better management. Feedbacks are welcome from the notifying companies manufacturing or importing new chemical substances, China-based only representatives (OR), the testing institutes, etc. before 5 Aug 2013.

The current legislation in force for China new chemical substance notification (NCSN), the Measures for the Environmental Management of New Chemical Substances (MEP Order 7, a.k.a. China REACH), is an updated version of its previous Measures enacted in 2003. It took effect on 15 Oct 2010 and introduced the concept of environmental management category and a series of prevention terms concerning risk assessment and control, supervision, etc. During the implementation, the notifying companies and ORs have gone through a lot of tough problems, which may not be clearly defined or even not covered in the Guidance or other supporting documents. Concerning the inconvenience caused by the lack of the regulatory interpretation on how to tackle such problems, the CRC-MEP decided to collect the problems and suggestions to supplement and improve the Guidance and other supporting documents. 

The stakeholders can give feedbacks by e-mail to binjiao@iccas.ac.cn for the following four aspects considering the real situation of China NCSN,

  • Problems and suggestions of the notification forms

  • Problems and suggestions of the interpretation and implementation of the provisions ambiguous in the Guidance

  • Other detailed problems (suggested to be put forward by categories, e.g. chemical identification and testing, physicochemical properties, ecotoxicology, toxicology and health, chemical safety and environmental protection, risk assessment and control, etc.)

  • Rational proposals for the management procedure and different chains within

A Seminar based on the feedbacks will be held in late August or early September. The officials from MEP and CRC-MEP, and the relevant experts from scientific research institutes will gather to work on the improvement of the Guidance and proposals for better environmental management on China new chemical substances.
