The Chemical Registration Centre of the Ministry of Environmental Protection of China (CRC-MEP) issued a notice to clarify transitional issues of China New Chemical Substance Notification on the 17th of September 2010. The notice specifies provisions on new chemical substance notifications in China close to the implementation date of the new "China REACH" Measures on 15 October 2010.
(1) From 30 September 2010, Regular Notification and Notification Exemption applications under the old ''Measures on the Environmental Management of New Chemical Substances'' will not be accepted. For new chemical substances failing to meet the registration requirements before 15 October 2010 due to unqualified or insufficient data, submission of supplementary data can be extended to 15 April 2011 according to the old Measures. Otherwise, the submission of outstanding data shall be in accordance with the requirements of the new Measures - China REACH.
(2)New chemical substances, articles with intended release of new chemical substances, product raw materials and intermediates (such as medicines, pesticides, veterinary drugs, cosmetics, foods, food additives and feed additives etc.) as specified in Section 2 of Article 2 of China REACH, manufactured or imported in bonded areas and export processing areas will be affected by the new measures. These substances are required to be registered by October 15 2010, if they are imported or manufactured in the special areas before 15 October 2010 according to the Decree No. 7 and other relevant documents and will continue to be imported or manufactured thereafter.
