Starting from January 1, 2025, all Poison Center Notifications (PCN) for hazardous mixtures placed on the EU market must adhere to a harmonised format as outlined in Annex VIII of the Classification, Labelling and Packaging (CLP) Regulation.
As per Commission Regulation (EU) 2017/542 dated March 22, 2017, transition period has been provided to importers and downstream users with the flexibility to continue marketing their hazardous mixtures under non-harmonised national requirements.
However, this flexibility will cease at the start of 2025. Post-transition, any submissions not aligned with the CLP Regulation will be deemed non-compliant.
For those intending to continue placing these mixtures on the market beyond this deadline, a new notification must be submitted in accordance with Annex VIII. A critical component of this submission is the inclusion of a unique formula identifier (UFI) on the label. The UFI serves as a key element in ensuring that emergency responders can quickly and accurately identify product formulations in case of incidents.
To facilitate compliance, the European Chemicals Agency (ECHA) recommends notifiers to use the ECHA Submission portal to prepare and submit their information in the harmonised format.
