Russia Plans to Enforce National Regulation on Chemicals in 2026

Russia is on track to enforce its national chemical regulation by March 2026.

A crucial stage has been completed for the National Technical Regulation "On the Safety of Chemical Products" in Russia.

In May 2023, Russia began formulating its own national regulation on chemicals as the implementation of TR EAEU 041/2017 (also known as Eurasia REACH) got stuck on the agreement of second-tier legislation. 

While TR EAEU 041/2017 is intended to be the overarching, harmonized regulation for the entire Union, Russia is expecting the national regulation can act as a precursor, laying the groundwork for compliance infrastructure and industry readiness.

Updates on Russia's National Technical Regulation

On July 24, 2025, the Ministry of Economic Development of Russia issued a positive conclusion on the regulatory impact assessment (RIA) of its draft regulation.

This conclusion confirms that the draft is very similar to TR EAEU 041/2017, and does not contain provisions that introduce excessive obligations, prohibitions, or restrictions for individuals and legal entities in entrepreneurial and other economic activities, nor does it lead to unreasonable expenses. 

With the positive RIA conclusion, the regulation now awaits anti-corruption and legal expert reviews by the Ministry of Justice, to which it has already been submitted.

It is anticipated that the planned adoption timeline for this technical regulation, set for September 2025, will be met, with its entry into force expected in March 2026.  

Legislative Background

TR EAEU 041/2017, officially titled "On the Safety of Chemical Products," serves as the foundational chemical regulation within the Eurasian Economic Union, which includes Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia.

Adopted on March 3, 2017, by the Eurasian Economic Commission (EEC), this regulation aims to establish consistent mandatory safety requirements for chemical products circulated within the EAEU customs territory. The regulation outlines a comprehensive chemical management system, encompassing inventory, notification, registration, and authorization processes, drawing parallels with the European Union's REACH framework.
