India Amends Quality Control Orders for Three Monomers

Once implemented, the QCOs shall mandate the manufacturer of the 3 chemicals to apply for a Grant of License by the Bureau of Indian Standard to use the Standard Mark.

On May 26, 2023,  India's Department of Chemicals and Petrochemicals (DCPC) issued a Notification on the Gazette of India to amend the implementation details of Quality Control Orders (QCOs) for Vinyl Acetate Monomer, Methyl Acrylate, Ethyl Acrylate.

All three chemicals are widely used as monomers in polymer synthesis. Vinyl Acetate Monomer (VAM) is a colorless liquid used in the production of polyvinyl acetate (PVA) and other polymers. Methyl Acrylate and Ethyl Acrylate are both monomers used in the production of a variety of polymers, including acrylic polymers, which are widely used in coatings, adhesives, and textiles.

The latest implementation date is set out for the 3 monomers as follows:

Goods or ArticlesTitle of Indian StandardImplementation date
Vinyl Acetate MonomerIS 12345:1988 Specification for Vinyl Acetate MonomerFebruary 29, 2024
Methyl AcrylateIS 14707:1999 Specification for Methyl AcrylateFebruary 29, 2024
Ethyl AcrylateIS 14708:1999 Specification for Ethyl AcrylateFebruary 29, 2024

The QCOs do not apply to chemicals for export only. The chemical products conforming to the requirements of the Orders shall bear the Standard Mark under the Grant of License by the Bureau of Indian Standards. Any person who contravenes the provisions of the Orders shall be punished according to the Bureau of Indian Standards Act (BIS Act), 2016.
