India Consults on Draft Revisions to ‘Code of Safety’ for Acetone and Acetaldehyde

Public comments are welcome before August 15, 2022 for acetone and before August 21, 2022 for acetaldehyde.

In June 2022, the Bureau of Indian Standards (BIS) released draft revisions to two standards to seek public comments, i.e.,

IS 7445: XXXX Acetone Code of Safety

*Acetone is the most important member of the homologous series of aliphatic ketones and is well established in many industries, both as a solvent and as an intermediate in chemical synthesis.

IS 14518: XXXX Acetaldehyde - Code of Safety

*Acetaldehyde is an important intermediate in the production of acetic acid, acetic anhydride, ethyl acetate, peracetic acid, chloral, alkylamines, pyridines.

Acetone and acetaldehyde are chemicals both of high flammability. The BIS revised these two standards to better guide the users in the recognition of these hazards and establish safe handling procedures. The comments are welcome before

  • August 15, 2022 for acetone; and

  • August 21, 2022 for acetaldehyde.

Both of the two draft revisions prescribe the corresponding properties (pertain to substance in pure form) and the nature of hazards associated with them, and have incorporated the contents covering safety measures for controlling hazards, essential information on symptoms of asphyxiation, first-aid, medical treatment, storage, handling, labelling and employee safety.

The storage containers of acetone/acetaldehyde shall be labeled or marked to identify as follows:

  • Contents of the container;

  • Name and address of the manufacturer or importer of the hazardous chemical; and

  • Physical, chemical and toxicological data as per the criteria given in the relevant schedule of the Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989.

*Manufacturer name with label warnings required by regulations or ordinances form part of the label or placard.

For the design of buildings, chemical engineering, plants, methods and ingredients used in the manufacture of the substances, or the equipment and operations used to dispose of them, neither of the foregoing standards applies.

Notably, for industrial purposes, the BIS has published separate standards:

  • IS 170:2020 for acetone; and

  • IS 15356:2003 for acetaldehyde.
