India Withdraws Quality Control Orders for Acrylonitrile, Maleic Anhydride and Styrene (Vinyl Benzene)

Manufacturers are no longer required to apply for BIS certification for Acrylonitrile, Maleic Anhydride and Styrene (Vinyl Benzene) .

On October 24, 2025, India's Department of Chemicals and Petrochemicals notified on the Gazette of India to rescinds the notifications relating to Quality Control Orders for 3 Chemicals with immediate effect.

These QCOs are:

The withdrawl is deemed necessary to meet the public interest after consulting with the Bureau of Indian Standards (BIS). 

With the withdrawal of these QCOs, manufacturers will no longer need to obtain a license from the Bureau of Indian Standards or ensure their products bear the Standard Mark.

Background

The Quality Control Orders for Acrylonitrile, Maleic Anhydride and Styrene (Vinyl Benzene) were originally notified by Department of Chemicals and Petrochemicals in April 2022. These QCOs mandated that manufacturers of these chemicals obtain BIS certification, ensuring that the products met specific Indian Standards.

The implementation dates for these QCOs have seen several postponements since their initial notification. For instance, the latest enforcement dates was extended until October 24, 2025.
