Indonesia Notifies Mandatory Standard for Paper and Paperboard for Food Packaging

Companies who produce, import, and/or distribute paper and paperboard for food packaging in Indonesia are required to pass the audit for production process in accordance with ISO 9001:2015 and conformity testing based on SNI 8218:2014.

On April 10, 2025, Indonesia notifies to WTO the Decree of Minister of Industry on Mandatory Implementation of Indonesian National Standard for Paper and Paperboard for Food Packaging.

The Regulation stipulates that all business actors who produce, import, and/or distribute paper and paperboard for food packaging are subject to the mandatory implementation of SNI 8218:2024 for paper and paperboard as raw materials for the manufacture of primary packaging for food, which includes the following:

The mandatory implementation of SNI for Paper and Cardboard is exempted for the following cases:

  • its technical nature is a similar product that has its own standard with a scope, classification, and/or quality requirements that are different from the required standard;

  • is used as a sample item for testing purposes to obtain a SNI Certificate;

  • is used as a sample item for research and product development purposes, with a maximum amount of 500 kg (five hundred kilograms), consisting of various sizes and types; and/or

  • its needs are personal belongings of passengers in accordance with the provisions of laws and regulations.

The Regulation requires the conformity assessment based on the Type 5 certification scheme, which is carried out through:

  • Factory audit of the production process and implementation of the quality management system in accordance with ISO 9001:2015

  • Quality conformity testing in accordance with SNI 8218:2024

The product or component must pass the audit conducted by the Product Certification Institutions (LSPro) that are accredited by KAN and the conformity testing by a laboratory authorised by the National Accreditation Committee(KAN). After issuance of SNI certificates and affixing the label on the product and packaging, the product can be imported to Indonesia and marketed there.

This notified regulation shall enter into force on July 24, 2025. Domestic or imported paper and paperboard products produced before this regulation may still be distributed for a maximum of 1 (one) year from the enforcement date.
