International Standard on Phthalates in Toys

The first international standard on the use of certain phthalates in toys was issued on Aug 15, 2014. China has contributed greatly in the formulation of this standard and may continue to take a leading role in future revision work.

On August 15th, ISO 8124-6: 2014 Safety of Toys – Part 6: Certain Phthalate Easters in Toys and Children’s Products was issued. This is the first international standard formulated by China concerning toys.

ISO 8124-6 is applicable to toys and other children’s products which are made of plastics, textiles, coatings, etc. It specifies a method to determine the contents of di-n-butyl phthalate (DBP), benzyl butyl phthalate (BBP), bis-(2-ethylhexyl) phthalate (DEHP), di-n-octyl phthalate (DNOP), di-iso-nonyl phthalate (DINP), and di-iso-decyl phthalate (DIDP) in the above mentioned products. In addition to the traditional polyvinylchloride (PVC) plastics, the testing method has been validated for polyurethane (PU) plastics, and some representative paint coatings. It might also be applicable to other phthalate esters and other products materials provided that adequate validation is demonstrated.

According to ISO 8124-6, a product can be exempt from certain tests if the product’s mass is below a certain value, which reduces the compliance burden on the industry. To further lower the testing costs, the standard introduces a new screening test method as well as its applicable conditions, reporting requirements and example.

Due to China’s valuable contribution in the development of this project, the technical committee on toy safety (ISO/TC 181) is likely to continue to designate China a leading role in the revision of the ISO 8124 series. The next task for the committee is to further revise the technical contents related to the types of phthalates, content limits, materials and testing methods to better meet the individualized demands of certain countries.
