China to Formulate Industry Standard on Determination of Phthalates in EEPs

China CESI now invites units to join the working group to draft the standard on determining Phthalates in EEPs by high performance liquid chromatography method. In 2019, CESI issued a draft for the association standard of the same name.

On June 21st, 2021, China Electronics Standardization Institute (CESI) issued a notice [1] on soliciting draft units of the electronic industry standard Determination of four phthalates in electrical and electronic products – High performance liquid chromatography. Interested units send the scanned electronic version of the registration form to [email protected] before July 18 and mail the original paper version.

The drafting units shall undertake the following obligations:

  • Persist in participating in the standard drafting working meeting throughout the process, and completing various method studies assigned by the standard drafting working group and inter-laboratory comparison research tasks on time;

  • Share the excellent results achieved in the business specification of the unit, and provide a reference for the standard drafting working group;

  • Express independent opinions during the drafting of standards, and propose constructive amendments to the standards.

China controls the hazardous compounds in EEPs in accordance with the Administrative Measures on the Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Products (China RoHS 2). Currently, the restricted hazardous substances are namely:

  1. Lead (Pb) and its compounds;

  2. Mercury (Hg) and its compounds;

  3. Cadmium (Cd) and its compounds;

  4. Hexavalent chromium (chromium VI) and its compounds;

  5. Polybrominated biphenyls (PBB);

  6. Polybrominated Diphenyl ethers (PBDE).

Four kinds of phthalates were included in EU RoHS in 2019, namely bis(2-ethylhexyl)phthalate (DEHP); butyl benzyl phthalate (BBP);dibutyl phthalate (DBP); and di-isobutyl phthalate (DIBP). China has not adopted relevant restrictions on such substances yet, the formulation of the standard may be the signal of further requirements. 

In July of 2019, CESI issued a draft [2] of the standard for public consultation, which was intended to be an association standard. Both industry standards and association standards are volunteer standards and shall be implemented in some specific units. Generally speaking, requirements of such two kinds of standards shall be stricter than national standards. Compared with an association standard that applies to the enterprises in an association, an industry standard applies to all enterprises in the industry. The 2019 draft has not been finalized, it is predictable that the new industry standard may be developed based on the 2019 draft.

According to the draft, the limits of BBP, DIBP, DBP in the solid sample are 10 mg/kg, and the liquid sample is 1.0 mg/kg. For DEHP, the limit in the solid sample is 20 mg/kg, in the liquid sample is 2.0 mg/kg. Enterprises may adopt these limits for self-inspection before the standard is published.
