Issuance of China New Chemical Notification Guidance to Be Delayed

China’s Ministry of Environmental Protection (MEP) notified the World Trade Organization (WTO) on the revised draft of China’s new substance notification guidance on 8 Mar 2016. The major updates and a comparison with the previous draft revision introduced on 25 Jun 2015 have been summarized by ChemLinked (See ChemLinked news).

Speaking at CRAC 2016 in Shanghai, China on 20 Sep, Mr. Xiaojian Liu of China’s MEP-SCC said that after collecting feedback during the consultation period most of the draft guidance (WTO version) will not change, except for

  • (1) data reduction for Band 1 and 2 standard registration,

  • (2) period extension for submission of annual reporting

According to Mr. Liu the majority of feedback was given by Japanese enterprises and some industry associations. The final version is subject to change as some important issues still require clarification necessitating a further delay in release of the final version. Industry focused seminars will be held after the official release of the new guidance.
