On Dec 18th 2017, Japanese Ministry of Economy, Trade and Industry (METI), Ministry of Health, Labor and Welfare (MHLW) and Ministry of Environment (MOE) jointly issued a notice on the amendments on the test methods of new chemicals experiments and sought opinion from the public. The consultation period will end on Jan 16th 2018.
The details of the amendments can be seen here: http://search.e-gov.go.jp/servlet/Public?CLASSNAME=PCMMSTDETAIL&id=495170267&Mode=0.
The test methods of new chemical substances was firstly published on Mar 31st 2011 as a supportive regulation to the Chemical Substance Control Law (CSCL). It has been revised twice afterwards in 2012 and 2015. This is the 3rd revision to the test methods. The original methods and the previous two amendments are:
Original document on Mar 31st 2011: http://www.meti.go.jp/policy/chemical_management/kasinhou/files/about/laws/laws_h230329-5_110331.pdf;
First amendments on Apr 2nd 2012: http://www.meti.go.jp/policy/chemical_management/kasinhou/files/about/laws/laws_20120402.pdf;
Second amendments on Dec 21st 2015: http://www.meti.go.jp/policy/chemical_management/kasinhou/files/about/laws/laws_h230402-3_151221.pdf.
The amendments to the test methods mainly followed the amendments on OECD Test Guidelines. The revision this time is also a response to the amendments of OECD Test Guidelines in Jul 2015. It should be noted that each revision just replaces the corresponding part of the test methods, instead of repeals the whole document. So both the original document and the two following amendments are currently in force.
