On Apr 27th 2017, Japanese Ministry of Health, Labor and Welfare (MHLW) published a proposal of the revision of the Order for Designation of Poisonous and Deleterious Substances and sought feedback from the public. The consultation will end on May 26th 2017.
According to the proposed revision, the list of poisonous and deleterious substances will be changed as follows:
One substances is added as poisonous substance, namely 2-tert-butylphenol (CAS number: 88-16-6);
Mixtures containing less than 0.0082% of Selenious acid (7783-00-8) is downgraded from poisonous substance to deleterious substances;
5 substances are removed from the deleterious substances, namely
Sintered zinc sulfide (1314-98-3),
Mixtures containing less than 5% of tris(dipentyldithiocarbamato-S,S')antimony (15890-25-2),
3-(6,6-ジメチルビシクロ[3.1.1]ヘプタ-2-エン-2-イル)-2,2-ジメチルプロパンニトリル (a cyanide, CAS number: 2003244-43-5)
3-methyl-5-phenylpent-2-enenitrile (93893-89-1),
Mixtures containing less than 1.2% of maleic anhydride (108-31-6).
The Poisonous and Deleterious Substances Control Law (PDSCL) was enacted and enforced in 1950 to control substances with acute toxicity (namely “poisonous substances” and “deleterious substances”) in order to protect public health and hygiene. The manufacturers, importers and sellers of these substances should apply for licenses from the competent authorities and comply with requirements in manufacture, storage and transport. The list of poisonous and deleterious substances is revised once every year. Last year’s revision was proposed in May and became effective in July.
