Japan MHLW Discusses Revision to Regulations on Workplace Chemicals

On April 27, 2021, the Japanese Ministry of Health Labor and Welfare (MHLW) held an internal meeting [1], with an aim of discussing the regulations governing chemicals in workplaces. The meeting has been held every one to three months starting from September 2019.

It was noted at the meeting that, the authority is considering to review provisions concerning workplace safety personnel. For instance, for businesses which engage in the production or operations of chemical substances subject to SDS and labelling requirements, they may be required to receive guidance from experts like industrial hygienists every three years, provided that the volume of such substances they handle annually exceeds a certain threshold.

According to the interim summary of the meeting, such experts should be, in principle, outsiders of the businesses. They may provide guidance on:

Ø  Methods and contents of risk assessment

Ø  Measures taken based on risk assessment results

Ø  Record-keeping

Ø  Selection, use and management of workplace protection equipment

Ø 

It remains unclear whether and when the revision will be finalized and implemented. ChemLinked will keep a close watch on it.
