Japan to Add and Remove PACs Under the CSCL

Japan is updating its Priority Assessment Chemical Substances list, adding three and removing seven substances, with a public consultation open until March 13, 2025.

On February 12, 2025, the Ministry of Health, Labour and Welfare, the Ministry of Economy, Trade and Industry, and the Ministry of the Environment jointly consulted on the designation of three new priority assessment chemical substances (PACs) and the removal of seven existing PACs under the Chemical Substances Control Law (CSCL). The public comment period will remain open until March 13, 2025.

According to Cabinet Order No. 310 of 2024, Poly(oxyethylene) alkylphenyl ether (limited to those with an alkyl group carbon number of 9) will be designated as a Class II Specified Chemical Substance under the CSCL effective April 1, 2027. As a result, the existing Poly(oxyethylene) nonylphenyl ether will be removed from the PACs list.

Note: "Poly(oxyethylene) nonylphenyl ether" is a type of "Poly(oxyethylene) alkylphenyl ether".

The final announcement is planned to be issued on March 31, 2025 / April 1, 2025.

Under the framework of Chemical Substance Control Law (CSCL), manufacturers and importers of PACs need to report to the Ministry of Economy, Trade and Industry (METI) between April and June each year, including the production and/or import volume in the previous calendar year, the use category, and the production site, etc.

It should be noted that the six deleted substances and the three added substances can be reported as general chemicals this year. However, NPE needs to be reported as a PAC for this year’s annual declaration. Next year, it will need to be reported as a Class II Specified Chemical Substance for annual declaration.
