On July 29, the 2016 White Substances List was published by the Japanese Ministry of Health, Labour and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI) and Ministry of Environment (MOE) in accordance with Article 4(4) of Chemical Substances Control Law (CSCL). The List contains 177 newly notified chemical substances (manufactured or imported after the enforcement of CSCL) that are considered to be neither persistent nor suspected of possessing long-term toxicity to humans or eco-toxicity.
The “white substances” are published 5 years after prior evaluation of the notified new chemical substances, and the list is updated annually. Now the white substances add up to 7413.
Before the Chemicals Substance Control Law (CSCL) was amended, the announced white substances were exempt from the regulation. Under the 2009 amendment, the white substances are regarded as general chemical substances, thus annual reporting of the actual amount manufactured or imported will be required instead of new chemical notification prior to manufacturing or import.
