On July 31st, the 2014 White Substance List was published by the Japanese Ministry of Health, Labour and Welfare (MHLW), Ministry of Economy, Trade and Industry (METI) and Ministry of the Environment (MOE). The List contains 273 newly notified chemical substances that were considered to be neither persistent nor suspected of possessing long-term toxicity to humans or eco-toxicity.
Before the Chemicals Substance Control Law (CSCL) was amended, the announced white substances were exempt from the regulation. Under the 2009 amendment, the white substances are regarded as general chemical substances, thus annual reporting of the actual amount manufactured or imported will be required instead of new chemical notification prior to manufacturing or import.
The “white substances” are published 5 years after prior evaluation of the notified new chemical substances, and the list is updated annually. Currently the white list contains 7051 substances.
