Japan CSCL: Changes in Prior Assessment Chemical Substances

Some substances were added into and some were deleted from PACs under CSCL.

On Apr 3rd 2017, Japanese Ministry of Economy, Trade and Industry (METI) published the latest batch of Prior Assessment Chemical Substances (PACs) under the Chemical Substance Control Law (CSCL). This batch contains 16 substances with numerical designations from 212 to 227. Although both General Chemical Substances and PACs under CSCL require annual reporting if they are manufactured or imported above 1 ton/year, the amount of information required for PACs is more than the other categories of chemicals. However, because the new requirements were implemented after Apr 1st 2017, PACs annual reporting from Apr 1st 2016 to Mar 31st 2017 is the same as general chemicals.

METI cancelled the PAC designation for 9 chemical substances (No.7/12/14/57/73/79/100/113/141) on Mar 30th 2017. These substances are now regarded as general chemical substances now. The cancellation occurred before Mar 31st 2017 as such these substances only require general chemical annual reporting this year and in the future.
