On March 28, 2022, the Japan Ministry of Health, Labour and Welfare (MHLW) deleted the test methods for household products containing hazardous substances from Annex 1 of the Ordinance for Enforcement of the Law on the Control of Household Products Containing Harmful Substances. Instead, the test methods are published as a separate document.
In addition, the test methods for household products containing the below substances are revised, including:
4,6-Dichloro-4-(2,4,5-trichlorophenoxy)-2-trifluormethylbenzimidazole
Dieldrin
tetrachloroethylene
trichloroethylene
methanol
Article 2 of the separate document stipulates that alternative test methods of equal or improved accuracy and precision can also be used. However, if the official has doubts about the test results, the test methods specified in this document shall apply to make a final judgment.
In Japan, manufacture or import of household products is regulated by the Act, except for utensils, food containers, children toys, detergents for food/utensils.
The household products which contain harmful substances designated by the Act shall not be marketed in Japan if the content of a harmful substance exceeds the corresponding limit. So far there are 20 harmful substances regulated under the Act.
The amendments will come into force on March 28, 2023.
