China's Nantong City Initiates 2020 New Chemical Manufacturers Self-check Campaign

Jiangsu is tightening inspection on manufacturers of new chemicals. The new chemical manufacturers that have received notice are requested to conduct self-inspection.

Nantong city in Jiangsu province recently initiated a citywide supervision campaign on new chemicals. Manufacturers that obtained new chemical registration certificates were notified by the Municipal Bureau of Ecology and Environment to fill in the self-checklist for internal management of new chemicals and to be prepared for a potential future onsite inspection. 

The checklist outlines 13 aspects, including registration certificates, activities recording, environmental impact assessment, equipment and facility, risk control measures, personal protective equipment, personnel training, emergency program, waste disposal, etc.

New substances manufactured or imported in China need to be notified to MEE prior to entering the Chinese market. In addition, new chemical manufacturers or importers are urged to fulfill post-registration responsibilities.

According to the requirements outlined in the 2020 Guiding Catalogue for Integrated Administrative Law Enforcement in Ecological and Environmental Protection which was issued on March 17, 2020, violations of the Measures for the Environmental Management of New Chemical Substances will be subject to administrative punishments. We could expect a more effective and comprehensive regional supervision system will be conducted in different provinces and cities.
