On September 6, 2021, the South Korean online chemical management system (CHEMP) published a notice to inform importers and manufacturers of lubricants to start submitting approval application of “household chemical products subject to safety confirmation” under K-BPR.
According to the Designation of Household Chemical Products Subject to Safety Verification and Safety and Labeling Standards, which was revised by the South Korean Ministry of Environment (MoE) Announcement 2021-150 on July 30, 2021, lubricants were newly designated as the “household chemical products subject to safety confirmation”. The manufacturers or importers of lubricants in South Korea shall apply for approval from January 1, 2022. However, enterprises can apply in advance via CHEMP since September 6, 2021. It should be noted that it’s not mandatory at present.
How to comply?
1. Obtain Conformity Verification
The importers or manufacturers need to conduct tests at designated testing/inspection institutes to verify compliance with corresponding safety standards and obtain the confirmation results.
2. Apply for Approval
The importers or manufacturers need to report on CHEMP within 30 days to Korea Environmental Industry & Technology Institute (KEITI) after completing the conformity test the information including the copy of confirmation test results, documents on product and manufacturer information, SDS and label, etc. KEITI will complete the audit and issue the certificate in 30 days.
Notably, household chemical products subject to safety confirmation are subject to verification and approval every three years. This type of application shall be submitted by manufacturers or importers in South Korea and the OR (only representative) mechanism does not apply.
