According to Circular No.2016-69 issued by Korean Ministry of Employment and Labor (MOEL) on Feb 19, amendements to the Standards for Classification and Labeling of Chemical Substances and Material Safety Data Sheet (MOEL Public Notice No. 2013-37) have been proposed to align Korea GHS standard with UN GHS Rev.4 (2011) and the updated indigenous regulations. Major changes include:
1. Definition of small packaging
In accordance with MOEL Notice No.2013-37, small packaging refers to a container or package not more than 100ml in volume. An alternative criterion will be added that the package weighs no more than 100g.
2. New environmental hazard class - Hazardous to the ozone layer

4. Change of legal reference
Section 15 of (M)SDS will require regulatory information on the substance under the Chemical Control Act (CCA) instead of the former Toxic Chemical Control Act (TCCA), as a consequence of the regulatory reform.
In addition, some expressions will be modified to avoid ambiguity. MOEL also suggests the GHS regulation should be reviewed once every 3 years by Jul 1 to decide if any amendment is needed. They used to specify an exact date on which the regulation shall be repealed and amended.
Public consultation will end on Mar 19, 2016.
