Low Hazard Chemicals Proposed for Exemption of Registration and Notification under Korea REACH

Latest Update: The list of low hazard substances subject to exemption was finalized on 28 Dec 2018 by MoE Announcement No.2018-234. Annex 1 was updated to include 44 substances and no change was made on Annex 2. 

On 12 Oct 2018, South Korea’s MoE issued a notice (No. 2018-764) seeking feedback on proposed registration/notification exemptions under the revised K-REACH (effective on 1 Jan 2019). The proposed exemptions will affect relatively low hazard chemical substances, as per designations made after deliberation of the chemical evaluation committee. The consultation will end on 31 Oct.

The notice include two annexes (Please click here to download). Annex 1 is a batch of 40 substances with CAS number, most of which are inert gases and others e.g. water, dextrin. glycerides, etc. Annex 2 is a clear description of types of substances, including

  1. Impurities;

  2. By-products;

  3. Naturally occurring substances, e.g. mineral, glass and ceramic frits, cement clinker, etc.;

  4. Substances obtained from natural resources, e.g. animal and vegetable fat/wax, fatty acids (C6 to C24), glycerol, etc.;

  5. Amino acids and its salts and sugars;

  6. Nucleobase, nucleoside, nucleotide;

  7. Compost and Biofuels (Bioethanol, bio-diesel, bio-gas, etc.);

  8. hydrogen and oxygen

* Please be noted that the hydrates of the above mentioned substances are subject to direct exemption as well.
