On February 12, the China Ministry of Emergency Management (MEM) issued a notice [1] announcing the implementation of a new version of the safety production permit. The new permit is redesigned from the Safety Production Permit enabled by the State Administration of Work Safety (SAWS) issued in 2004. It is applicable to non-coal mining enterprises, and hazardous chemicals and fireworks manufacturers.
The new version of the safety production permit differs from the old one in size, and it will have an official copy. A special printing standard will be implemented to regulate the content printed on the original permit and the copy permit. A QR code will be added to the new version of the safety production permit. Scanning the QR code will connect the user to the local electronic license system. The QR code will be generated per the description of the QR code on the New Version of Safety Production License.
The Notice was released to the local emergency management administrations in January. According to the Notice, MEM will provide unified printing materials for the local administrations to guarantee the quality of the permits. The local administrations are also required to strengthen the management of the permit printing and select printing agencies under relevant regulations and the qualification requirements specified in the Printing Standard for New Version of Production Safety Permit.
The new version of the safety production permit is scheduled to be implemented on March 1, 2020. For enterprises that apply for the safety production permit before that day, they can still use the old version of the permit or apply for a new permit. For enterprises in areas that do not have capacities to connect with the electronic license system, a permit without a QR code can be issued first. The permit can be changed to the QR code permit when available.
