On December 18th, 2020, the China Ministry of Emergency Management (MEM) issued a notification [1] to announce the update of several permits for chemical business, including:
hazardous chemicals operation permit,
non-pharmaceutical precursor chemicals production permit,
non-pharmaceutical precursor chemicals operation permit,
non-pharmaceutical precursor chemicals production record certificate, and
non-pharmaceutical precursor chemicals operation record certificate.
The new version of these permits and certificates are scheduled to be implemented on January 31st, 2021.
Compared with the old version, the basic information on the permits and certificates keeps the same, except for their sizes which have been slightly adjusted. What’s more, embossed print shading which contains characters of MEM and its Chinese official name has been applied in the new version. A QR code will also be added to the new version permits and certificates. MEM will start to issue new version permits and certificates on Jan. 31st, 2021. If you hold an old version permit, you can continue use it until authorities require otherwise.
Earlier this year, MEM announced the implementation of a new version of the safety production permit, which also included the addition of a QR code on the new permit (ChemLinked News [2]). Scanning the QR code will connect the user to the local electronic license system. Speaking at CRAC 2019, the MEE official also introduced the plan to digitalize the new chemical registration certificate, and in the future the certificate details will be probably accessible via QR code (ChemLinked News [3]).
We can therefore predict that there might be a unified online system in the future to manage all permits and certificates involved in the whole life cycle of chemical substances, which will benefit both the administrations to supervise and the enterprises to declare conformity.
