On August 5, 2022, the European Commission released a public invitation to seek comments on the draft Decision to update the safety requirements of children’s products, aiming to improve safety from hazardous chemicals in consumer products intended for children. European Commission Extends Consultation Period for Draft Evaluation of Cobalt in Toys (August 16, 2022)

On August 16, 2022, the European Commission issued a notice to extend the deadline of the public consultation on the Preliminary Opinion on the safety of the presence of cobalt in toys to September 8, 2022. The previous opinion stated that toys should not contain cobalt-based pigments. (Read more)

ECHA Consults on 11 Applications for Authorization and 1 Review Report of 3 Chemicals (August 17, 2022)

European Chemicals Agency (ECHA) is seeking public comments on the applications for authorization of chromium trioxide (CAS No. 1333-82-0), sodium dichromate (CAS No. 10588-01-9), bis(2-methoxyethyl) ether (CAS No. 111-96-6), as well as one review report covering sixteen uses of these three chemicals. The public consultation lasts for eight weeks, and will end on October 12, 2022. (Read more)

ECHA Consults on Harmonized Classification and Labelling Proposals for Penconazole (August 22, 2022)

ECHA is seeking for public comments on harmonized classification and labeling proposals for penconazole (ISO); 1-[2-(2,4-dichlorophenyl)pentyl]-1H-1,2,4-triazole (CAS 66246-88-6). For this substance, a format combining the draft assessment report for the Plant Protection Products Regulation and the proposal for harmonized classification and labeling for the CLP Regulation has been used. United Kingdom

UK Consults on Applications for Authorization of OPnEO and NPnEO (August 9, 2022)

On August 9, 2022, the Health and Safety Executive (HSE) opened the public consultation on the application for authorization for two substances, i.e., OPnEO and NPnEO. They are proposed to be used in 10 in vitro diagnostic (IVD) assays used for example in Clinical Chemistry (CC) and Drug Monitoring (DM) products. The HSE is looking for information on possible alternatives or technologies. Any comments are welcome before October 4, 2022. (Read more)

UK Publishes Evaluation of the Potential Approaches to Risk Assessment of Unintentional Chemical Mixtures for Future UK REACH Assessment (August 17, 2022)

On August 17, 2022, a joint report by the Environment Agency and the UK Health Security Agency was published. It identifies a recommended approach to address the risks to both the environment and human health from unintentional mixtures of chemicals under the UK Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) Regulation. EPA Releases Proposed Rule Requiring TRI Reporting on DINP (August 8, 2022)

On August 8, 2022, the EPA issued a supplemental proposed rule that would add a Diisononyl phthalate (DINP) category to the list of toxic chemicals subject to the Toxics Release Inventory (TRI) reporting requirements under the Emergency Planning and Community Right-to-Know Act and the Pollution Prevention Act. (Read more)

EPA Updates Safer Chemical Ingredients List (August 11, 2022)

On August 11, 2022, the EPA is updating its Safer Chemical Ingredients List (SCIL), a living list of chemicals by the functional-use class that EPA’s Safer Choice program has evaluated and determined to meet the Safer Choice Standard. In this update, EPA is adding 22 chemicals to the SCIL. To expand the number of chemicals and functional-use categories on the SCIL, EPA encourages manufacturers to submit their safer chemicals to EPA for review and listing on the SCIL. (Read more)

EPA Proposes Revisions to RMP Rule to Enhance Chemical Safety (August 19, 2022)

The U.S. Environmental Protection Agency (EPA) is proposing revisions to the Risk Management Program (RMP) rule to further protect vulnerable communities from chemical accidents, especially those living near facilities with high accident rates. The proposed rule, entitled the “Safer Communities by Chemical Accident Prevention Rule,” would strengthen the existing program and includes new safeguards that have not been addressed in prior RMP rules, such as enhanced employee participation and transparency for communities on safety decisions. EPA Releases Draft Revised Risk Determination for Carbon Tetrachloride for Public Comment (August 29, 2022)

On August 29, 2022, the U.S. Environmental Protection Agency (EPA) released for public comment a draft revision to the unreasonable risk determination for carbon tetrachloride pursuant to the Toxic Substances Control Act (TSCA) section 6(b). The draft revised risk determination proposes to find that carbon tetrachloride, as a whole chemical substance, presents an unreasonable risk of injury to human health under the conditions of use. (Read more)

 

Canada

Canada Mandates Notification Requirement for Monoglyme Uses (August 3, 2022)

On August 3, 2022, Canada adopted significant new activity(SNAc) provisions for monoglyme after finding it could pose a risk to the environment or human health if exposure levels to these substances were to increase due to certain new activities. (Read more)

Canada Imposes the SNAc Provision for Calcium 2-Ethylhexanoate (August 17, 2022)

On August 17, 2022, the Canadian Government has published an order in the Canada Gazette, Part II: Vol. 156, No. 17 to amend the Domestic Substances List (DSL) to apply the SNAc provisions of CEPA 1999 to calcium 2-ethylhexanoate. According to the officials, while calcium 2-ethylhexanoate is not considered to be harmful to human health at levels of exposure considered in the assessment, it is considered to have a health effect of concern due to its potential developmental toxicity. Therefore, there may be a potential concern if exposures were to increase.   (Read more)
