ECHA Consults on the Proposal of Identifying N-(hydroxymethyl)acrylamide as SVHC (March 4, 2022)

On March 4, 2022, European Chemicals Agency (ECHA) opened the consultation on identifying N-(hydroxymethyl)acrylamide (CAS 934-42-5) as a substance of very high concern, which is proposed because of its carcinogenicity and mutagenicity. The consultation will end on April 19, 2022. (Read more)

European Commission Consults on Reviewing Rules on Hazardous Substances in Electrical and Electronic Equipment (March 10, 2022)

On March 10, 2022, the European Commission invited citizens and interested parties to express views on the reviewing rules on hazardous substances in electrical and electronic equipment to help identify if any changes are needed and access the impact of such changes. These changes should be in line with the latest technical and scientific developments and be coherent with other EU legislation addressing electronic and electrical equipment and chemical substances. European Commission Amends Annexes IV to X to Regulation (EC) No 1907/2006 Concerning EU REACH (March 25, 2022)

On March 25, 2022, the European Commission published in the Official Journal, announcing the adoption of 23 amendments to the Annexes IV to X to Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (EU REACH). These 23 changes to the Annexes IV to X enter into force on the twentieth day following that of its publication in the Official Journal of the European Union. It shall apply from 14 October 2022. New Toxics Release Inventory Data Show Decline in Releases of Certain Toxic Chemicals (March 4, 2022)

On March 3, 2022, the U.S. Environmental Protection Agency (EPA) released its 2020 Toxics Release Inventory (TRI) National Analysis, which shows that environmental releases of TRI chemicals by facilities covered by the program declined by 10% between 2019 and 2020. The 2020 TRI National Analysis summarizes TRI chemical waste management activities, including releases, that occurred during calendar year 2020. More than 21,000 facilities report annually on over 800 chemicals they release into the environment or otherwise manage as waste. EPA, states, and tribes receive TRI data from facilities in industry sectors such as manufacturing, mining, electric utilities, and commercial hazardous waste management. (Read more)

EPA Extends Compliance Date for Articles Containing PIP (3:1) (March 5, 2022)

As a follow-up to the September 2021 announcement on the path forward for five rules restricting the use of persistent, bioaccumulative and toxic (PBT) chemicals, the U.S. Environmental Protection Agency (EPA) is extending the compliance dates related to articles containing phenol, isopropylated phosphate (3:1) (PIP (3:1)), along with associated recordkeeping requirements, until October 31, 2024. As industries continue to identify sources of PIP (3:1) in their supply chains and pursue alternatives, EPA’s extended deadline will ensure the continued availability of important industrial equipment and consumer electronics, including cellular telephones and laptop computers. EPA Releases Final Scope Document for Manufacturer-Requested Risk Evaluation of D4 (March 7, 2022)

Today, EPA is releasing the final scope document for the Toxic Substances Control Act (TSCA) risk evaluation of octamethylcyclotetra-siloxane (D4), a chemical used to make other silicone chemicals and as an ingredient in some personal care products. (Read more)

EPA Releases Draft Revised Risk Determination for PV29 for Public Comment (March 7, 2022)

Today, the U.S. Environmental Protection Agency (EPA) released for public comment a draft revision to the risk determination for C.I. Pigment Violet 29 (PV29) pursuant to the Toxic Substances Control Act (TSCA) section 6(b). Common uses of PV29 include as an intermediate to create or adjust color of other perylene pigments, incorporation into paints and coatings primarily in the automobile industry, incorporation into plastic and rubber products primarily in automobiles and industrial carpeting, use in merchant ink for commercial printing, and use in consumer watercolors and artistic color. When final, the revised risk determination will better align with objectives of protecting human health and the environment under the amended TSCA. (Read more)

Peer Review of the Draft TSCA Systematic Review Protocol (March 14, 2022)

Registration is now open for the U.S. Environmental Protection Agency’s (EPA) April 19-21, 2022, virtual meeting of the Science Advisory Committee on Chemicals (SACC). During this meeting, the SACC will peer review the Draft Toxic Substances Control Act (TSCA) Systematic Review Protocol. The SACC’s virtual meeting is open to the public and registration is required. New Chemicals Collaborative Research Program Action Plan Now Available for Public Comment (March 15, 2022)

EPA is announcing the release of its draft collaborative research plan for a recently-announced effort to modernize the process and bring innovative science to new chemical reviews under the Toxic Substances Control Act (TSCA). (Read more)
