ECHA: Group Assessment of Bisphenols Identifies Need for Restriction (April 6, 2022)
On April 6, 2022, ECHA and the Member States have assessed a group of 148 bisphenols and recommended that more than 30 bisphenols need to be restricted due to their potential hormonal or reprotoxic effects. They also have reprotoxic properties. As they are widely used, a group restriction has been identified as the best way to manage the risks of 34 bisphenols. This number may change as more information is generated for these and other bisphenols that were lacking data. (Read more)
EU REACH: Upcoming Changes to Information Requirements (April 12, 2022)
On April 12, 2022, the European Chemicals Agency (ECHA) published the news that the European Commission has revised certain information requirements for registering chemicals under EU REACH. The update of the EU REACH annexes clarifies the information companies need to submit in their registrations and makes ECHA’s evaluation practices more transparent and predictable. The changes will start to apply from October 14, 2022. Companies should start to prepare. (Read more)
EU REACH: Five Substances Added to REACH Authorization List (April 12, 2022)
On April 12, 2022, ECHA published a notice to announce the addition of 5 substances to the Authorization List (Annex XIV to EU REACH). Companies that want to continue using these substances after the agreed sunset dates will need to apply for authorization. The Authorization List now contains 59 entries. (Read more)
ECHA: 22 Hazardous Chemicals Added to PIC which Exporters Must Notify from July (April 21, 2022)
EU exporters are now required to notify their intention to export 22 chemicals following an amendment to the PIC Regulation. The amendment also bans the export of four chemicals. The update was published on 20 April 2022 and will start to apply on 1 July 2022. (Read more)

EU REACH: Only Representatives Must Declare Their Non-EU Manufactures (April 25, 2022)
On April 25, 2022, the European Chemical Agency (ECHA) announced that only representatives of non-EU manufacturers would be asked to identify the non-EU manufacturers they present, including their contact information in REACH-IT. Only representatives shall have a separate REACH-IT account for each non-EU manufacturers they represent and have the necessary registrations for each non-EU manufacturer. (Read more)

EPA Proposes to Ban Ongoing Uses of Asbestos, Taking Historic Step to Protect People from Cancer Risk (April 5, 2022)
The U.S. Environmental Protection Agency (EPA) is taking action to protect people from asbestos exposure by releasing a proposed rule to prohibit ongoing uses of the only known form of asbestos currently imported into the U.S. This proposed rule is the first-ever risk management rule issued under the new process for evaluating and addressing the safety of existing chemicals under the Toxic Substances Control Act (TSCA) that was enacted in 2016. EPA Seeks Input on Revision to Air Emissions Reporting Requirements Rule (April 6, 2022)
Today, the U.S. Environmental Protection Agency (EPA) announced it is inviting qualified small businesses, governments, and not-for-profit organizations to participate as Small Entity Representatives (SERs) for a Small Business Advocacy Review (SBAR) Panel. This Panel will focus on the agency’s development of proposed revisions to the existing Air Emissions Reporting Requirements (AERR) rule that was last revised and published on February 19, 2015 (80 FR 8787). EPA Publishes 29th Annual U.S. Greenhouse Gas Inventory (April 14, 2022)
On April 14, 2022, the U.S. Environmental Protection Agency (EPA) released its 29th annual Inventory of U.S. Greenhouse Gas Emissions and Sinks (GHG Inventory), which presents a national-level overview of annual greenhouse gas emissions from 1990 to 2020. Net U.S. greenhouse gas emissions were 5,222.4 million metric tons of carbon dioxide equivalent in 2020, a nearly 11% decrease in emissions from 2019. The sharp decline in emissions from 2019 to 2020 is largely due to the impacts of the coronavirus (COVID-19) pandemic on travel and economic activity. However, the decline also reflects the combined impacts of several factors, including population trends, energy market trends, technological changes including energy efficiency improvements, and the carbon intensity of energy fuel choices. EPA Releases Equity Action Plan Alongside Federal Partners to Advance Environmental Justice and Civil Rights (April 14, 2022)
Today, the Environmental Protection Agency published its Equity Action Plan to fulfill President Biden’s Executive Order (EO) 13985 directing EPA, along with other federal agencies, to assess whether underserved communities and their members face systemic barriers in accessing benefits and opportunities through the federal government. This Equity Action Plan is a critical part of EPA’s efforts to break through those barriers and advance equity and justice across our efforts to ensure clean water, air, and land for all communities. EPA Releases White Paper on Reducing Climate Pollution from New Gas-Fired Turbines (April 21, 2022)
Today, the U.S. Environmental Protection Agency issued for public input a draft white paper on control techniques and measures that could reduce greenhouse gas (GHG) emissions from new stationary combustion turbines. These turbines, which are currently projected to be a significant part of U.S. electricity generation in future years, primarily use natural gas to create electricity. The draft white paper is an important step forward in EPA’s efforts to engage communities and the power sector on strategies to improve clean air and reduce climate pollution in the years ahead. Canada Publishes the Final Screening Assessment for Sodium Cyclamate and Cyclohexylamine (April 9, 2022)
On April 9, 2022, Canada published a notice to amend the Domestic Substances List to apply the Significant New Activity (SNAc) provisions of the Canadian Environmental Protection Act, 1999 to Cyclohexylamine was also published for a 60-day public comment period ending on June 8, 2022. (Read more)

Under the provisions of the Canadian Environmental Protection Act, 1999 (CEPA), notice is hereby given that the Minister of Environment and Climate Change Canada (ECCC) makes available, to solicit public comments, the draft updated Protocols and Performance Specifications for Continuous Monitoring of Gaseous Emissions from Thermal Power Generation (EPS 1/PG/7, hereinafter PG/7). Canada Publishes the Final Screening Assessment for Dicyclopentadiene (April 22, 2022)
Canada published the Final Screening Assessment for Dicyclopentadiene (DSL name: 4,7-Methano-1H-indene, 3a,4,7,7a-tetrahydro-). The substances were identified for action under the Chemicals Management Plan (CMP). The conclusion on section 64 criteria is that it does not meet the requirements. (Read more)
