New Zealand Implements New Reporting Requirements for Hazardous Substance Importers and Manufacturers

From 1 January 2026, all New Zealand importers and manufacturers of hazardous substances must use the new HSRN portal to submit additional business and substance information.

The New Zealand Environmental Protection Authority (EPA) has implemented the Consolidated Hazardous Substances (Importers and Manufacturers) Notice 2015, effective January 1, 2026. It mandates all importers and manufacturers of hazardous substances to provide additional business and substance information.

General Reporting Requirements

Starting January 1, 2026, all importers and manufacturers of hazardous substances must use the new Hazardous Substances Reporting and Notifications (HSRN) portal to submit business information.

Key compliance obligations include:

  • Submission Timeline: Entities must provide business information to the EPA within 30 days of their first import or manufacture activity.

  • Updates: Any changes to business information, or the introduction of a new hazardous substance, must be updated in the portal within 30 days.

  • Required Data: Submission requires a New Zealand Business Number (NZBN) and the HSNO approval number (or individual approval/group standard name) for all hazardous substances imported or manufactured.

Annual Reporting for Certain Chemicals

Importers and manufacturers of certain substances are required to submit a report for the previous calendar year due by May 31 each year. This reporting focuses on substances that have a high potential to directly enter the environment. Reports for the 2025 calendar year are due by 31 May 2026.

Annual reports are required for substances falling into the following categories:

  • Agrichemicals: including pesticides (for commercial and home-use; including vertebrate toxic agents, fumigants and plant growth regulators), and selected veterinary medicines

  • Timber treatment chemicals

  • Antisapstain chemicals

  • Antifouling paints

The annual report must detail the product name, substance approval, active ingredient name, CAS number (if applicable), and the total quantity of active ingredients in kilograms.

Entities that only repackage or relabel substances are exempt from reporting to avoid double-counting, provided the original importer or manufacturer has reported.
