Philippines Updates Draft Chemical Control Order for Vinyl Chloride

On October 23, 2025, the DENR-EMB published an updated draft of the Chemical Control Order (CCO) for Vinyl Chloride, inviting public comments. This draft CCO covers a wide range of businesses, including importers, distributors, manufacturers, industrial users, and commercial users.

Covered entities must register with the competent authority, and importers will be additionally required to obtain the Importation Clearance Certificate.

The CCO prohibits the use of vinyl chloride in aerosols as a propellant or ingredient. However, applications such as polymers containing vinyl chloride as monomer, as well as vinyl chloride and vinyl chloride-containing mixtures that are part of an article, are exempted from the CCO requirements.

Vinyl chloride is currently listed on the Priority Chemicals List (PCL). Once the CCO is approved, companies with existing PCL Compliance Certificate or with PCL exemption of vinyl chloride will be subject to the CCO requirements.
