When the revised K-REACH comes into effect (1 Jan 2019), new chemicals meeting the following criteria will be subject to notification rather than registration, including:
New chemical substances<100kg/y
New polymers which are composed of existing chemical substances, and meets one of the following situations
Polymers with Mn more than 10,000 Daltons, above 2% of oligomers are with MW below 500 or above 5% of oligomers are with MW below 1,000
Polymers with Mn in a range 1,000-10,000 Daltons, above 10% of oligomers are with MW below 500 or above 25% of oligomers are with MW below 1,000
Cationic polymer (excluding cationic polymer which is neither water soluble nor dispersible in water, and is only to be used in the solid phase)
Polymers with Mn less than 10,000 Daltons, which contains more than 0.1% (w/w) of unreacted monomers that are hazardous chemical substances or substances subject to priority management
Currently, a simplified registration with fewer data requirements is applicable for new chemical substances in low volume below 1 t/y. According to the revised K-REACH (to be effective on 1 Jan 2019), new chemical substances below 100kg/y only require notification (not registration).
Polymer registration is of crucial concern for the chemical industry. Unlike EU REACH, under K-REACH the whole polymer is registered instead of monomer registration. Manufactures or importers note that although currently there is a lower requirement for toxicology data than general new substances, notification has a lower associated compliance burden compared to registration.
For notification under the revised K-REACH, the following information should be submitted. NIER will issue the results of notification within 7 days. Further assessment will be required if necessary.
