Russia Publishes Initial Inventory of Existing Chemicals

On June 15, the Russian Ministry of Industry and Trade (Minpromtorg) published part of the Russian Inventory of Existing Chemicals on the country’s Governmental Industry Information Exchange Platform (GISP) [1]. This is established based on nominations collected early on.

A total of 54,186 chemicals are expected to be listed into the Russian Inventory, only half the size of the EU’s EC Inventory [2].

jietu.pngSince the deadline of the country’s existing chemical inventory notification was postponed to August 1, 2020 as a result of the COVID-19 outbreak, businesses are still allowed to submit nominations for the time being. The final Inventory will be made public after the authority reviews all nominations it receives.

The establishment of the Russian Inventory is part of the moves to facilitate the upcoming implementation of the Technical Regulation of Eurasian Economic Union on Safety of Chemical Products No. 41 (TR EAEU 041/2017) [3], a.k.a. EURASIA REACH. The other four Eurasian Economic Union (EAEU) countries will develop their own inventory of existing chemicals as well. The inventories will together form a common one for the EAEU. After TR EAEU 041/2017 takes effect, all chemical substances that are not listed on the inventory will be considered as new substances and subject to complicated notification requirements before they can be placed on the EAEU market.
