SAWS Order No.84: 10 Rules on Fire and Explosion Protection of Oil and Gas Tanks

On Aug 4th 2015, the State Administration of Work Safety (SAWS) published Order No.84, namely Ten Rules on Fire and Explosion Protection of Oil and Gas Tanks Area. The rules took effect immediately afterwards.

The rules are as follows:

  1. It’s prohibited to operate the tanks under off-limit temperature, pressure and liquid level. It’s prohibited to change the storage medium randomly.

  2. The operation staffs are prohibited to leave the working site when manually draining water, loading and unloading the tanks.

  3. It’s prohibited to add blind plate to the block valve and decompression system.

  4. It’s prohibited to stop the alarm system of the temperature, pressure, liquid level and hazardous gases in the tanks area.

  5. Open fire and operations are prohibited in tanks area without gas detection and operation license.

  6. The floating deck is prohibited to touch the bottom when the floating-roof tank is in operation.

  7. It’s prohibited to add substances with unknown properties to the tanks and connecting tubes.

  8. It’s prohibited to use non-explosion proof illumination, electronic equipment and tools.

  9. Staffs without qualification are prohibited to enter the tanks area.

  10. It’s prohibited to operate tanks facilities that fails safety diagnostics.
