Shanghai Environmental Protection Bureau (SEPB) concluded the 2018 program of new chemical inspection and evaluation, in which new chemical substances notified under Regular Notification and the General Case of Simplified Notification were priority inspection targets (CL news).
The enterprises that received notice were requested to provide relevant materials to the SEPB. Finally, 28 enterprises were earmarked for on-site inspection, of which 21 are new chemical notifiers of regular notification and the others involved general cases of simplified notification.
The Shanghai Research Institute of Chemical Industry, as a third party provider of technical support, cooperated with the local environmental protection departments to carry out the on-site inspection. In instances where an enterprise did not comply with new chemical management requirements, suggestions for correction were put forward during the on-site inspection. The authority also engaged with 5 violators to help identify noncompliance with national standards.
Compared to the previous year, the management of new chemical substances in enterprises improved. However, the following problems still need special attention.
The safety data sheets (SDS) were not updated according to GB/T 17519 and the risk control measures specified on the registration certificate
Registration certificate holders do not have an adequate understanding of the risk control abilities of downstream processors or users
Most enterprises attach great importance to the notification of their new chemical substances and tend to ignore risk control
Personnel lack necessary training and notification relevant materials have not been adequately maintained
The SEPB initiated a citywide supervision campaign on new chemicals in 2017 which has now become an annual inspection. So far no other provinces and cities have followed this model. The inspection in Shanghai will provide important data to guide the future revision of the regulation, particularly on post-notification management.
