Updates:
On January 13, 2023, the Shanghai Municipal Bureau of Ecology and Environment released the official version of Shanghai's work plan for new pollutants treatment. It will come into force on February 1, 2023. Compared with the draft version, there are no significant differences.

To push forward the management of new pollutants, Shanghai Municipal Bureau of Ecology and Environment drafted and made public on November 1 the Work Plan for New Pollutants Treatment in Shanghai (Draft) (hereinafter referred to as the draft Local Plan) for public comments. Comments are welcome before November 7, 2022.
Background
In May of 2022, the Chinese General Office of the State Council approved and officially released the Action Plan for New Pollutants Treatment (hereinafter referred to as the National Plan). Following the National Plan, the MEE published the List of New Pollutants for Priority Management (2022 Draft) in late September 2022. China’s first official list of new pollutants for priority management is expected to come out by the end of 2022. In addition, many provincial administrative regions in China, such as Zhejiang, Tianjin, Sichuan, etc., have successively drafted their own local work plan to pave the way for new pollutants treatment based on the National Plan and local situations (CL news). Recently, Shanghai drafted its Local Plan, which vows to establish a system for new pollutants treatment in Shanghai and significantly improve its control capacity by 2025.
Main Points in Shanghai’s Draft Local Plan
Most of the content in draft Local Plan is the same with the National Plan, however, there are some localized tasks and targets.
Based on the List of New Pollutants for Priority Management (2022 Draft) and local conditions, Shanghai will release Shanghai’s 2022 list of new pollutants for priority management with their own control measures.
Investigations on basic information for key industrial chemicals used in key industries will be carried out. By the end of 2023, Shanghai will complete the detailed information survey on the first batch of priority chemicals subject to the environment risk assessment.
Environmental and health hazard testing and risk screening will be carried out in Shanghai, focusing on the chemical substances of high concern, high yield, high environmental detection rate, and dispersed uses. By the end of 2025, Shanghai will complete the screening for environmental risks of the following chemicals:
Antibiotic;
Perfluorooctane sulfonic acid and its salts and perfluorooctanesulfonyl fluoride (PFOS);
Perfluorooctanoic acid and its salts and related compounds (PFOA);
Perfluorohexylsulfonic acid and its salts and related compounds (PFHxS);
Nonylphenol;
Dichloromethane;
Trichloromethane; and
Bisphenol A, etc.
The environmental health risk assessment of bisphenol A and other substances with relevant characteristics in Shanghai's chemical industry park will be further optimized. Strict control will be carried out for new reconstructions and expansion projects of new pollutants with environmental and health risks in Shanghai.
Shanghai will take actions to reduce the ecological and environmental risks of perfluorinated compound emissions, e.g.,
Phase out the purchases of PFOS-containing fire extinguishing foam products; and
Complete the harmless disposal of PFOS-containing fire extinguishing foam products in the existing installations in Shanghai's industrial parks.
