Sharp Cuts in 2013 Inspection Catalogue, HazChem Exit Inspection Continues

The 2013 Chinese Catalogue of Entry-Exit Commodities under Inspection and Quarantine of CIQ Authorities has undergone dramatic adjustment, according to a joint Announcement No 109 of 2013 issued from the AQSIQ and the GAC on Friday, 1 August. The adjusted Catalogue will come into force as of 15 August 2013. 

The Announcement now exempts all the general manufactured goods listed in 1507 HS codes from the CIQ’s exit inspection for exported commodities. Among the exempted commodities, products listed in 1420 HS codes (see attached excel 1) in the 2012 edition of Catalogue are removed in a bid to achieve the State Council’s goal of stabilizing exports and industry restructure; products listed in 87 HS codes (see attached excel 3) are retained and required to go through the exit animal/plant quarantine. Two brown coal products (unfinished and finished products, see attached excel-2added to this year’s Catalogue. The consignee/consignor (or representative agent) of the imported/exported products need obtain a “declaration notice for imported goods” issued by the CIQ authority to complete their import customs formalities. 

The 1420 deleted commodities contain minerals, plastic and rubber products, paper products, pencils and crayons, textiles and fibers, iron tubes and pipes, leather products, clothes of woolen or synthetic fabrics, and electrical and machinery products. The 87 commodities obliged for animal/plant quarantine contain raw hides, raw silk, wood board and block, cotton, ramie, and etc. 

Also, exit inspection should continue to be performed on exported manufactured goods such as hazardous chemicals, fireworks and crackers, lighters, toys and baby carrier products, food contact products, automobiles and rare earth products, etc., said the announcement. Besides, hazardous chemicals (which according to the AQSIQ Announcement 30 of 2012 refer to those listed in the Catalogue of Hazardous Chemicals) and other dangerous goods exported from China should continue with the packing performance test and use appraisal test given by the local CIQ authority. Exported products that pass the packing performance test and use appraisal will be granted a “Final Packing Performance Inspection List for Exit Goods Transportation” and a certificate on the packing certifying completion of use appraisal inspection will also be attached for exit goods transportation.

The CIQ inspection items on exported hazardous chemicals include compliance requirements regarding safety, hygiene, health, environmental protection and prevention of fraud as well as items on the related product quality, quantity and weight, etc. Specifically, inspection items on product safety may involve examination on

  • whether information on the main compositions/constituents of the exported HazChem, its physicochemical properties and hazard category is compliant with relevant Chinese technical standards, i.e. the set of China GHS classification standards; and

  • whether the product package is marked with the appropriate GHS label and accomplished by the corresponding GHS safety data sheet (SDS).

The consigner or representative agent of hazardous chemicals exported from China should perform the customs declaration and notify the local CIQ agency of the name of the product in line with the Catalogue of Hazardous Chemicals, together with the specified supporting documents, including :

  • the Declaration of Conformity; 

  • the “Final Packing Performance Inspection List for Exit Goods Transportation” (bulk products exempted);

  • the Identification and Classification Reports for Hazards of Chemicals;

  • samples of GHS label(s) and Safety Data Sheet(s); (The Chinese translations should be supplied if the GHS label and Safety Data Sheet are in non-Chinese language(s).) and 

  • information on the name, quantity (and other conditions) of inhibitors and stabilizers contained in the exported products, if available.
