Singapore Revises GHS Implementation Rules with Two-year Transitional Period (Updated on March 7, 2023)

Revised SS 586 Part 2 and 3 came into force on February 6, 2023 with a transitional period of 2 years.

Updates: On February 6, 2023, Singapore Standards Council officially released the revised standards on GHS classification, labeling and SDS. They are: 

  • SS 586-2: 2022 Part 2: Globally harmonized system of classification and labeling of chemicals – Singapore's adaptations

  • SS 586-3: 2022 Part 3: Preparation of safety data sheets (SDS)  

According to the official source, the transitional period is up to 2 years, starting from February 6, 2023.

On October 7, Singapore published the draft revisions of SS 586 Part 2 and Part 3 for public comments until November 8, 2022, which would align with the requirements set out in GHS Rev.7.

Singapore started to implement SS 586 based on the first version of UN GHS in 2008. In March 2014, the nation moved to GHS Rev.4 by releasing SS 586:2014 Specification for hazard communication for hazardous chemicals and dangerous goods. SS 586 Part 1 was later revised in 2021 based on the UNRTG, 20th Edition. Currently, SS 586 series consist of three parts, namely: 

  • SS 586-1: 2021 Part 1: Transport and storage of dangerous goods

  • SS 586-2: 2014 Part 2: Globally harmonized system of classification and labeling of chemicals – Singapore's adaptations

  • SS 586-3: 2008 Part 3: Preparation of safety data sheets (SDS)

Earlier in April this year, proposed changes to SS 586 Part 2 and Part 3 were released for a 2-month public consultation (Click here to read more). The Working Group has deliberated and addressed the comments received, based on which more changes are proposed. Below are the main changes compared with the previous draft:

SS 586-2

  • Align with GHS requirement for generic toxicity cut-off value;

  • Provide clarity on the reference document used; and

  • Remove duplicated sections and information.

SS 586-3

  • Align with GHS requirement for generic toxicity cut-off value; and

  • Revise Annex A (confidential business information) to allow generic names and masked names.

According to official sources, the revised standard is in the midst of reviewing and is expected to be published as early as Jan 2023. The authority will hold a webinar to cover the key highlights of revisions in Feb/March.
