Singapore to Revise SS 586 for GHS Classification, Labelling and SDS Preparation

Public comments on draft revisions to SS 586 Part 2 and Part 3 are welcome before June 6, 2022.

On April 2, 2022, the draft revisions to Part 2 and Part 3 of the SS 586 series for the GHS classification, labelling and SDS were released for a 2-month public consultation until June 6, 2022. The amendments were proposed to adopt the GHS Rev.7. 

Singapore adopted the SS 586:2014 Specification for Hazard Communication for Hazardous Chemicals and Dangerous Good based on the fourth edition of UN GHS in March 2014, replacing its old version SS 586: 2008. SS 586 series comprises three parts, including

  • SS 586-1: Transport and storage of dangerous goods;

  • SS 586-2: Globally harmonized system of classification and labeling of chemicals – Singapore specific adaptations; and

  • SS 586-3: Preparation of Safety Data Sheets (SDS).

SS 586-1has been revised in April 2021 with reference to the UNRTDG, 20th Edition. As for the remaining parts of the SS 586 (Part 2 and 3), drafts were previously expected to be released in the 4th quarter of 2021, which has been delayed due to some reasons.

The draft revision to SS 586-2: 2014 includes a new physical hazard class for desensitized explosives. In addition, it enhances the requirements for labelling and training. A new informative Annex B is added to give examples of labelling for chemicals supplied in small containers.

SS 586-3: 2008 sets out provisions for the preparation, review, reissue and use of SDS. This revision is to update the examples provided according to the GHS Rev.7. In addition, a new informative Annex D which provides guidance in describing and determining the empirical data of the substance or mixture is added.
