On September 22, 2022, China’s Ministry of Industry and Information Technology (MIIT) announced the plan1 to revise the national mandatory standard GB 15258-2009 General Rules for Preparation of Precautionary Label for Chemicals2 in the next 16 months.
GB 15258-2009 was published in June 2009 and went into force on May 1, 2010 to support the implementation of GHS in China3. After that, no revision has been made for more than 12 years.
According to insider sources, the revision will mainly focus on precautionary statements and more details may be introduced in terms of label elements, format and pasting requirements.
As for the Hazchem QR code requirements (CL news4) that have attracted widespread attention from the industry, it is under internal discussion on whether to incorporate them into the revised GB 15258.
GHS labels are required for all chemicals classified as hazardous under China GHS. However, the Hazchem QR codes only apply to hazardous chemicals that are (1) listed on the Inventory of Hazardous Chemicals (2015)5 or (2) not listed on the inventory but identified as meeting the identification criteria after their manufacturers or importers complete the Hazchem registration online. Thus, the authorities still have concerns about adding the QR code requirements through this revision as their applicable scopes are different.
