Singapore's National Environment Agency (NEA) issued a circular on 24 July 2023, announcing the changes to control measures for four chemicals under the Environment Protection and Management Act (EPMA) and EPM (Hazardous Substances) Regulations. These four chemicals are:
Dechlorane Plus;
Methoxychlor;
UV-328; and
Terbufos.
New requirements
From 12 October 2023
The import and export of Terbufos will be subject to the PIC procedure of the Rotterdam Convention. Prior approval from the Chemical Control and Management Department (CCMD) should be obtained for every export of the chemical. CCMD should also be notified at least one month before the expected date of export.
From 12 May 2024
The manufacture, import and export of Dechlorane Plus, Methoxychlor and UV-328, as well as products containing these chemicals, will not be allowed in Singapore. Companies with existing stocks of the chemicals and/or their products imported before 12 May 2024 are allowed to deplete their stocks locally.
Background
Singapore is a party to the Stockholm Convention and the Rotterdam Convention. The abovementioned four chemicals were recently listed under these two conventions respectively. Dechlorane Plus, Methoxychlor and UV-328 have been listed in Annex A of the Stockholm Convention, in which Parties must take measures to eliminate their production and use. Terbufos has been listed in Annex III of the Rotterdam Convention, in which their international trade is subject to PIC procedure. Their control provisions have been adopted in Singapore. Thus, the NEA recently issued the circular "Listing of Chemicals under the Rotterdam and Stockholm Conventions" to specify detailed requirements.
