Singapore Phases Out 6 Mercury-added Products

The import, export, and manufacture of the 6 mercury-added products will not be allowed in Singapore if the proposed control takes effect.

On September 8, 2025, Singapore’s National Environment Agency (NEA) notified the WTO of the proposed control on 6 mercury-added products as hazardous substances under the Environmental Protection and Management Act (EPMA). This proposal aims to fulfill Singapore’s international obligation under the Minamata Convention. Comments are welcome before November 7, 2025.

Target products and phase-out date

At the fifth Conference of Parties (COP-5) to the Minamata Convention in October 2023, the 6 mercury-added products were approved for phasing out by 1 January 2027 (4 products) and 1 January 2028 (2 products). Singapore intends to adopt this control measure as a Party to this international convention. Once it takes effect, the import, export, and manufacture of the following 6 mercury-added products will not be allowed.

Proposed date of adoption

The final circular is expected to be published in the Republic of Singapore’s Government Gazette in Q2 2026.
