South Korea Designates Eight New Toxic Chemicals

Eight new substances were listed as toxic chemical substances after hazard evaluation under K-REACH. They are still considered new chemical substances in South Korea and require new chemical registration other than the original registrants. CAS number was updated for one toxic substance that was previously designated. Transitional measures were provided for control of these toxic substances under CCA regulation.

On Nov 28th, 2019, South Korea's National Institute of Environmental Research (NIER) published by NIER Announcement No.2019-56 [1] the updates on the Toxic Chemical Substances List (TCSL), including

  1. Adding eight new toxic chemical substances (Given No. 2019-1-949~2019-1-956)

  2. Modifying CAS number of one toxic chemical substances (Given No. 97-1-273)

  3. Providing transitional measures for control of the newly designated toxic substances, including import notification, labelling, off-site impact analysis, business licensing and other relative requirements as specified in Chemical Control Act (CCA) and its Enforcement Rules.

The updates came into effective immediately. The details are accessible here [2]. (in hwp format)

The eight new toxic chemical substances were registered and found toxic after the hazard evaluation under K-REACH. They are still considered new chemical substances in South Korea. Manufacturers or importers of these substances (other than the original registrants) should still apply for new chemical registration under K-REACH before manufacture or importation.

* The last update to the TCSL finished in Oct 2019 by NIER Announcement No. 2019-42 (CL news [3]).
