A new round of Supplemental Existing Chemical Substance Nomination (SECN) will be carried out as early as May or June in 2014 to update the existing chemical substances inventory (ECSI).
The finished ECSI will serve as the basis for screening out priority chemicals for step-wise existing chemical registration and also for judging whether a substance is new and subject to new chemical registration under the revised TCSCA. The last round of SECN ended on 31 Aug 2012 (ChemLinked news 19 Sep), updating the ECSI’s coverage to approximately 79,000 substances.
Chemical substances which were imported, manufactured, handled, used, or sold in Taiwan from 1 Jan 1993 to 31 Dec 2011, which had not already been listed in ECSI (draft) as existing chemical substances are eligible for forthcoming nomination. The nomination criteria is the same as the last SECN, says Jowett Li, director of Taiwan's Safety and Health Technology Centre (SAHTECH). In addition, the application for SECN inclusion will be identical to its 2012 version.
Inclusion of substances into the ECSI via the forthcoming round of SECN will guarantee exemption from new chemical registration under the revised TCSCA (English version available), which will take effect on 11 Dec 2014. If not included in the SECN, new chemical substances should be registered 90 days before manufacture or importation. Based on the tonnage band and usage information, three registration types will be adopted, including standard registration, simplified registration, and low-quantity registration.
