Taiwan Issues the Standard for Coatings VOCs Management

The limits of VOCs in coatings used for buildings and industrial maintenance are stipulated in the standard. The standard also offers criteria to categorize relevant coatings into 5 types. A 2-year grace period will be given for manufacturing or importing products to comply with the standard. The existing products that do not meet the requirements will be banned from sale after three years.

On 14th August 2019, Taiwan’s Environmental Protection Administration Executive Yuan (EPA) released the approved version of Standard for the VOCs in the Coatings Used for Buildings and Industrial Maintenance [1]. The consultation on the draft of the Standard was conducted from January to March this year. (Chemlinked News [2])

Compared to the draft, the criteria in the approved version has been amended. While coatings are still categorized into 5 main types, the VOCs limits have changed. Detailed information is shown in Table 1.

The Standard specifies the requirements for the labels of the coatings which should be attached to SDS, Products Catalogue, Packing, and Containers. The following information is required, and the content should be mainly in Chinese. 

  1. Coating types based on the Criteria. All types that match should be specified.

  2. The VOCs limit or the actual content value should be specified on the label with the format as VOCs/Coating (g/L).

  3. For the coatings that need to be thinned before use, the information on thinners is also required including

    1. the brand or full name;

    2. proportion;

    3. recommended dilution ratio. 

According to the Standard, the relevant coatings should comply before 14th August 2021. The existing coatings that do not meet the requirements will be prohibited from sale after 14th August 2022. It is worth noting that coatings used for industrial maintenance of ancient monuments, temples, historical buildings, etc. and coatings manufactured for export only, do not need to comply with this Standard.
