Taiwan REACH Fee Standard Updated: Lower Amounts to Relieve Industry Compliance Burden

Taiwan revised the fee standard for dossier review, registration extension and modification, certificate issuance, CBI protection, etc.

Taiwan’s chemical registration system (Taiwan REACH) began in December 2014. The administrative costs for dossier review, registration extension and modification, certificate issuance, CBI protection, etc. were previously stipulated in the Standard on Toxic Chemical Substances Handling Application Fee and Chemical Registration Fee. On April 7, 2021, Taiwan EPA published the revised standard and renamed it as the Standard for Fee Charged for Toxic and Concerned Chemical Substances Control ActIt took effect on April 9, 2021.

The major amendments include:

  • Reducing the fee for extension of simplified registration of new chemical substances from 2,000 NTD to 1,000 NTD;

  • Stipulating the fee for extension of standard registration of new chemical substances as 2,000 NTD since there will be a circumstance where new chemical substances registered under standard registration may not be listed into Taiwan’s Existing Chemical Substances Inventory (ECSI) five years after successful registration;

  • Reducing the fee for extension of CBI protection from 12,500/item to 10,000/item;

  • Deleting the fee for issuance or modification of a certificate since the registration certificate is no longer issued (replaced by registration code);

  • Reducing the fee for a special case of standard registration of new and existing chemical substances from 50,000 NTD to 37,000 NTD.

The special case is where the data of skin corrosion/irritation and eye irritation required in the standard registration are generated by in vitro testing, QSARs or read-across approach. It is to encourage reduction of vertebrate animal testing during generation of registration data. Since SMEs can enjoy a 25% reduction in dossier review fee, in this special case, if the registrant is a SME, the fee for dossier review would be 37,000*75%=27,750 NTD.
