On June 4, 2025, the Ministry of Environment (MOENV) announced the Restrictions on the Import of Detergents Containing Nonylphenol (NP) and Nonylphenol Polyethylene Glycol Ether (NPEO). The restrictions will be implemented in two phases, allowing importers time to adapt.
MOENV defines a "detergent" according to the EU Detergents Regulation (EC) No. 648/2004, referring to any product containing soap or surfactant ingredients used in washing or cleaning processes, including any forms (such as liquid, powder, paste, etc.) and applications (such as household, institutional or industrial).
NP and NPEO are recognized for their endocrine-disrupting properties and have been classified as controlled toxic chemical substances since 2007. Their use in the manufacture of household detergents has been banned since 2008. An update on May 13, 2025, included additional CAS numbers for control and fully prohibited the use of NP and NPEO in detergent manufacturing, allowing for grace periods.
To implement a comprehensive ban on detergents containing NP and NPEO, the Resource Circulation Administration under the MOENV will enforce import restrictions in two phases:
Phase 1: Starting from December 1, 2026, targeting detergents containing NP or NPEO at concentrations exceeding 5% by weight.
Phase 2: Starting from June 1, 2027, targeting detergents containing NP or NPEO at concentrations exceeding 0.1% by weight.
Importation of such detergents may be approved after document review by the central competent authority if: 1) no suitable substitutes are available, and the detergents are used in controlled systems, processes, or control equipment that can be fully recycled, incinerated, or removed from wastewater; or 2) they are necessary for civilian protection or military purposes.
