Taiwan’s registration scheme for new and existing chemical substances comes under the Toxic and Chemical Substances of Concern Control Act (TCSCCA). Specially, manufacturers and importers must adhere to the registration requirements stipulated in the Regulation on New and Existing Chemical Substance Registration.
The original deadline for registering substances in the first batch of priority existing chemicals (106 PECs) was set for the end of 2021 or 2022, depending on the volume of substances imported or manufactured. However, this deadline has been extended to the end of 2024 due to the COVID-19 pandemic, providing the industry with additional time to prepare their registrations.
Speaking at the 16th Chemical Regulatory Annual Conference (CRAC) in Nanjing, China on September 5, 2024, Ms. Nailun Zheng from the Environmental Resource & Information Co., Ltd. (ERI) shared that the registration process is progressing well, with approximately 4,000 applications expected to be finalized by the end of this year.
In response to an inquiry about the second batch of PECs, Ms. Nailun Zheng indicated that its publication is unlikely to occur next year. While Taiwan allows registrants to submit only partial information (Items 1~7) to obtain a registration code, the industry will still need to later submit hazard and exposure assessment information (Items 8~9 required for Bands 2~4 standard registration) within the allocated timeframe. Next year, the Taiwan Chemicals Administration will make significant efforts to support and guide companies throughout this process. Additionally, the Chemicals Administration is currently prioritizing specific topics such as PFAS, so further developments regarding the PECs list will need to be awaited.
