Thailand to Amend the List of Hazardous Substance to Comply with International Conventions

To catch up with the international standards, Thailand is planning to strengthen the management of triethanolamine, benzyl cyanide, and PFOA and its related compounds.

On May 3rd, 2021, the Thailand Department of Industrial Works (DIW) issued a notice to solicit public comments on a new amendment to the List of Hazardous Substances. The List (No.6) was released on June 1, 2020, which prohibited the use of chlorpyrifos, Paraquat, and their derivatives (ChemLinked News). In this new draft for comments, the management of triethanolamine, benzyl cyanide, and PFOA and its related compounds are strengthened, to comply with the requirements of the Chemical Weapons Convention, International Special Surveillance List (ISSL), and Stockholm Convention on Persistent Organic Pollutants (POPs).

For the triethanolamine (CAS No. 102-71-6), which is a controlled hazardous substance according to list 3B (precursors) annexed to the chemical weapons convention, a new condition is added in the draft. Where the concentration of triethanolamine is over 30% w/w, it will be considered as a type 3 hazardous substance according to the List. If the concentration is ≤ 30% w/w, it will be considered as a List 5.6 hazardous substance and subject to the List 5.6 declaration. This change will benefit the effective management of triethanolamine. For benzyl cyanide (CAS No. 140-29-4), its hazard type will be changed from type 1 to type 3 for more stringent control. Benzyl cyanide is listed on the ISSL, which is an international list of uncontrolled chemicals that are often used as substitutes in drug production.

To include the management of PFOA, its salts, and related compounds in accordance with the Stockholm Convention, 8 substances will be added to the List of Hazardous Substance, and their hazard type is 3 or 4 due to specific conditions. The 8 substances include:

1.     Perfluorooctanoic acid (CAS No. 335-67-1)

2.     Ammonium Perfluorooctanoate (CAS No. 3825-26-1)

3.     Sodium Perfluorooctanoate (CAS No. 335-95-5)

4.     Potassium Perfluorooctanoate (CAS No. 2395-00-8)

5.     Silver Perfluorooctanoate (CAS No. 335-93-3)

6.     Perfluorooctanoyl Fluoride (CAS No. 335-66-0)

7.     Methyl Perfluorooctanoate (CAS No. 376-27-2)

8.     Ethyl Perfluorooctanoate (CAS No. 3108-24-5)

Except for the specified use conditions, these chemicals will be prohibited in Thailand. To learn more use conditions of triethanolamine, benzyl cyanide, and PFOA, DIW also opens for public feedbacks on more information on these substances. As the same as the comments on the amendment to the List of Hazardous Substances, feedback can be submitted via email or phone call before May 14th, 2021.
