Vietnam MOIT Published Draft Management on Explosives

On Jan 22nd, 2018, Vietnam Ministry of Industry and Trade (MOIT) published a draft of the Regulations on the Management and Use of the Industrial Explosives and Explosive Precursors.

The Draft applies to the enterprises and organizations involved in use of or activities associated with use of industrial explosives and explosive precursors, and the organizations that develop and manage the database of the industrial explosives and explosive precursors. The requirements for the manufacture, operation, import, and export of the industrial explosives and explosive precursors are specified, including the requirements in regards to:

  • Certificate for manufacture;

  • Operation permit;

  • Use permit;

  • Import and export permit;

  • Permit for explosion services;

  • Report system;

  • Safety risk assessment system; etc.

Industrial explosives have been playing an important role in Vietnam's domestic economy and are mainly employed in mining and construction. The whole consumption of industrial explosives reached 140,000 tons in 2015 and is expected to reach up to 180,000 tons by the year of 2020. So Vietnam government has put a lot of effort into the management of them. A National plan on development of industrial explosive material industry was raised in late 2016 and required MOIT to direct and organize the assessment of the implementation of the plan, and report to the Prime Minister. Many other ministries were also involved in the implementation of the Plan, such as the Ministry of Public Security, the Ministry of Science and Technology, the Ministry of Labor, etc.

MOIT didn't set a deadline for the public consultation period of the Draft. But the draft is supposed to take effect on Jul 1st, 2018. So interested parties should provide feedback to the authorities in time in case the consultation period ends soon.
