Vietnam Published Latest Draft of National Inventory

Vietnam issued a new draft of national chemicals inventory. About 2000 substances were added to the inventory.

In 2016, Vietnam’s Ministry of Industry and Trade (MOIT) published a draft of National Chemicals Inventory for public consultation and welcomed the industry to submit the information relating to chemical substances that are being imported and manufactured in Vietnam. The relatively small draft only contained 3023 chemical substances and MOIT received a lot of feedback from industry.

On Mar 13th 2017, the Center of Data and Chemical Incident Support (CECHEDAR) under MOIT published a newly revised draft of the national inventory. The substances submitted by enterprises were supplemented into the latest draft and the total number of substances in the draft reached 4936. The inventory can be accessed here: https://resource.chemlinked.com.cn/old/cdn/img/newcl/file/annex2-2_nci_1st_rev.xlsx. When the previous draft was issued, MOIT set a deadline for public feedback of Oct 30th 2016. In spite of that, the latest draft contains substances that were submitted after the deadline (displayed in blue in the inventory). So we believe that enterprises can still nominate their substances to authorities. Please see previous ChemLinked report here for some guidelines on the nomination process.

To establish a national inventory of existing chemical substances was a target stipulated within the Law on Chemicals of Vietnam, which is the overarching legislation in Vietnam’s chemical management framework. After the official inventory is finally issued, chemicals that are not on the inventory will be considered as new chemicals in Vietnam and subject to extra compliance duties such as new chemical registration.
